That is going to be quite annoying in cases when you are assigned a recycled phone-number.
Something tells me Valve didn't quite think that one through.
That does not discount the possibility that you'll receive a recycled phone-number off of someone that did not decouple it from Steam. E.g. if someone died.
With VAC bans having no possibility for repeal, I sincerely hope Valve has a way to handle these cases.
Which is still quite possible. A number usually gets reused around six month after the previous owner resigned it. Giving how many people forget they even own multiple accounts ...
Problem gets worse with throwaway numbers which is sensible to use if you don't trust Valve with your personal information.
Even more possible once you realize that throwaway numbers would be the prime type of number used by cheaters in F2P games. Account banned? Make a new one, VPN from a different IP, get a new burner number for 2FA to quickly trade stuff over to their legit clean Steam account and away we go.
And those are also exactly the people who wouldn't care to decouple the number from the burned Steam account...
I'm not sure if you're serious but absolutely nothing would happen, you have to confirm your phone number, you can't just add any number you want.
Why don't you just change your number?
