jumplists is a windows limitation. at some point in development of win10 it was limited to 10 entries, then 12, i have not bothered checking further. right now it seems 12. dividers(the line) count as an entry. steam uses 2.
Still an issue - jumplist is limited to 5 games no matter what jumplistitems _maxiumum is set to in the registry. I can add more icons to the jumplist through the settings (library/community etc.) but it refuses to add more recent games, pinned or unpinned. It's been a year now that it has been busted, a little frustrating as it's the fastest way to see & launch recently played games and doesn't require pulling up the UI and faffing about in the library.
FWIW I have the same issue with MS Office 365, it doesn't seem to want to remember more than 10 files, while Office 2016 will happily display the 40 most recent files.
It's not a great solution as far as Steam is concerned, but I did find 'a' solution to this problem - I installed a free program called Playnite which acts as a game library manager / launcher, so I can play all my stuff from Steam, Blizzard, Emulators, Origin, et cetera all from one launcher. It also has the old functionality Steam had whereby it displays the last 10 launched games in the right click taskbar menu. If memory serves, the dev has a support ticket on github up for making that number of displayed titles customisable to show even more.
It's not a perfect solution, but I haven't regretted it one bit, I think it's a great program, especially as someone who plays games from a bunch of storefronts.
