Ya misinformation - because I dont see the mess that you do, neither do other people
I see a lot of Doom related stuff, Stronghold, all kinds of things.
I see no porn, and no guides that appear to be scams "free this or that". I see a few adult game guides is all, like apparently legit guides, and that was after scrolling for like 5 loads.
I would suggest that it has to do with your and people on your friend's lists viewing habits, because no, not everyone is seeing this stuff.
Just because you can't see any change doesn't mean that there isn't something going on behind the scenes. Valve also doesn't make a public spectacle out of punishing people and rightfully so. Although it is no excuse it is fair to note that there are plenty of youngsters around here who sometimes do dumb and stupid things.
And guess what? Some even grow up to come to realize what turds they've been. So should such mistakes be held against them for the rest of their time on Steam? I have to disagree there.
Which is also where the naming & shaming comes into play. And well.. Steam not acting... <cough> VAC bans </cough>. And there are more examples where that came from.
But yes: if you don't report anything then Steam staff is obviously not going to learn about it and nothing gets done. Go figure. I suppose it's easier to complain than to actually do something.
The general steam forums like this one, users profile, etc are not age gated and acessible by any age so adult content there is a big no no as anyone can access it and see em
viewing your screenshots and artworks is just behind age-gates.
so ... you are not allowed to upload your naughty screenshots that you got from the game.
there is nothing different to police here. you are a consumer, not someone who producer of content to consume for others.
and that is wrong, stuff like porn will still be judged on report. age-gate or not.

Nudity is not Porn. What the OP calls porn games do not contain actual porn.
It is 100% allowed that if the game contains nudity then your free to post screenshots from the game that include nudity as long as it stays in that games hub. Posting it outside of the games hub violates the rules as those other places are NOT age gated.

The age gate is steam abiding by the requirements of the law and protects them from lawsuits as people have to lie about their age to get access.

No a nipple is not pornography. However even if you want to make that argument it doesnt change a single thing that I said that you can't refute and is confirmed by moderators. Screenshots from games with adult content ARE ALLOWED to be posted on that game hub where it is age gated.
It's been confirmed repeatedly by steam that its perfectly fine. You will NEVER get in trouble for posting screenshots from unmodified games in their own forum.
You just cannot post that content outside of the forums where there is no age gate to protect steam.
Running around with guns isn't ok. You need to have a licence to carry and even then in many states you can't open carry without licence only concealed. And that applies to handguns only. Not sure about assault rifle carry laws. Just because you see reports of shootings done by mentally ill people or bullied school teens who snapped 1-2 times a year doesn't mean it's Mad Max over here. These news tend to leave an impression which leads you to believe things like this happen often. Truth is a LOT more people die of different causes and accidents. You just don't hear about it.
