And yes, the steam engine only affects steam so even if you have installed another browser on your pc, steam will only use the engine which comes with steam.

Google Chrome itself runs on an older version of Chromium and also the reason you get this message if you are using Steam to browse google. It simply detects a version difference, not an accurate version comparsion.
