How to boost performance:
Use FSR3 (or DLSS), you find this in the settings. Make sure you turn off dynamic resolution scaling or it won't work as well.
Also, If you don't care about the multiplayer side of things or the playstation overlay you can delete or rename the PSPC_SDK folder in %programdata%\Sony Interactive Entertainment Inc\ to get a 30-70% performance boost.
EDIT: Hmm, maybe I was wrong. I opened task manager and closed all things that were taking up a lot of memory, including multiple Chrome tabs and other background processes. The memory usage went from 40% to down like 25%. Then I started Ghost of Tsushima and my FPS went from 40fps on high settings to 60-70fps, even with PS overlay in place. I guess it was those memory hogging background processes that caused the low frame rate, not PS overlay.
So try closing all things with task manager that take up a lot of memory.
