Sell Threshold

It seems that the sell threshold takes into consideration what your inventory says, regardless of how many ships have ordered your services.
For example, there's 18 ships trading with my base, all ordering different services. For most things, I have the sell threshold at 29, so that I have enough for industry, food for crew / visitors, etc. Because they're all ordering at once, my stock is getting completely emptied.
