I get that prisoners and slaves should have a separate common area from the rest of your crew, but I feel like for refugees that should be optional. I'm down to just algae and only have the resources to build a single dispenser, but if I allow my refugee to eat from there it gets flagged as refugee-only.

Food dispensers and bathrooms , maybe every device/station should ignore the set area tool
and they need 4 perms , crew/slave/pris/ref with radio buttons i can toggle on or off. My only guess that this is obvious and further down in the dev pipeline
Yeah, I really dislike how the refugees cant just use normal facilities for food and bathroom, when your station is not yet fully built you often lack the space and facilities to have a separate refugee area, which forces you to either abandon people in need on derelicts or risk having them die on your ship.
You can absolutely make the refugee, prisoner and slave area overlap. (Aka one place for all:P)
You can also "micromanage" a single prisoner/refugees need as well. Like make him a path to the toilet and the kitchen, then once he is done remove it.
Earlier in the game when it is enough for them -as you dont have many -to have a bed and a small room this works better. If you get multiple then it is time to make them their own area.(Well actually a bit before this:P)
This thread is outdated. An update added a "set also for crew" option ... you no longer need separate facilities for the crew. Crew can share with prisoners/refugees/visitors/slaves.

I would much prefer a reversed option for crew, where the default was that they were allowed everywhere and then you restricted them from certain things.

It's annoying having to always redo the crew settings every time you adjust any of the other areas.
you can do that, paint everything with also crew overlay, then subtract the things you don't want them to use, to leave only for prisoners/slaves/refugees/visitors... only have to expand the overlay when you expand the hull... though I guess technically the same amount of micromanagement. :-) has the advantage though of when you drop something down, regardless of where you place it, crew can utilize it.
