Because the master of Tobias, the pawn did not pay attention to his energy levels, or his zest and assigned working hours:)

They have even pause for lunch mid day. He had the "unable to work" symbol given how tired he was, he ignored his own signal and went to work anyway. I never saw this happening before.

Probably other things. He was unable to work. I believe he just wanted to be part of things.

Guess he sees work as a hobby and therefor the "unable to work" does not apply.

On a serious note, never seen that happen either. Was there something changed in the ships setting in the crew management ?
