If a game came with little content on launch, the criticism is fair on launch.
They charged you full price from the start, not $40 to start and other $20 when the rest of the content comes.

That's pretty much it, I'm sure RE3 was just made after they finished Resistance so they could use it to boost sales since they know after how bad their last attempt at a multiplayer spinoff of resident evil (Umbrella Corps) went.
I'm more of the idea RE3 was supposed to be in development for at least another year, specially for some empty areas in the game that seem like they meant to be bigger or a bit more explorable. But due to the bad reception of Resistance's announcement, they decided to launch RE3 alongside Resistance to try to boost it's player base.
