At what point does the game become a Screen Saver?

I like small cities in mountain-es areas. I've had large cities in other city builders. So, I'm a buyer and a try'r.

My case is too small, the 1080 barely fits. To this point it runs everything I own, even MSFS2020.

I've got a large computer case that would hold a large GPU. I'm just too lazy and old to tear everything down to switch GPU's and would probably need more power.

I may just watch for deals around the holidays for a ready roll.

GeForce Now has 4080s with extra VRAM. No need to buy a 4090.

Anything lower than a 3080 will have to be played at low or very low to get 30 fps and only at 1080p.
