You may also need to lower your graphic settings because if the game have to render too many units and those units have high poligon and HD texture then it will impact the overall performance of the game.

This is directly from my game vault but remember scan the zip content before execute.
IF it is safe then upload it to somewhere else and share it with others.
Note: Only allow Supreme Commander run on 1/2 or 2/3 number of core of your total core or it will cause some issue with Windows.
It's probably something in your video settings.If you have vsync on you could try turning it off or turn the anti aliasing down a bit.
