How to actually play fetch with stray dog?

Like the title, I read somewhere on this forum a while ago that you can unlock a character by playing fetch with a non-aggressive dog using the stick.
However, I can't seem to actually get that to work. Standing near the dog and throwing the stick, standing away from the dog and throwing the stick and having it land near the dog, throwing the stick at the dog. None of these worked the times I found it.
And then the dog would just dash offscreen at hyper speed and I wouldn't find it anymore.

Where do I find this dog? Had about 3-4 runs already and I didn't notice any dogs other than hostile.

From what I've read you find a wild dog in the first area and have to throw the stick without scaring it. About to test it out now will be back with reports. Also this apparently Unlocks Flint and his dog companion.

The dog appears in one of the levels in area 1 (1-1, 1-2, 1-3). It's hard to distinguish between the good dog and enemy dogs, but you'll know it's an enemy dog when the '?' appears over it. The stick is usually pretty close to the stray dog. Make sure there are no enemies around, because gunfire will scare it away. When playing fetch, throw the stick somewhere and the dog will fetch it. Do NOT throw the stick AT the dog (I made this mistake). It'll hurt the dog and it'll run away. After 2 fetches, you've unlocked Flint

at the second level of the first area i looted everything looking for a red key. when i was almost done a big wolf showed up going after me. then when i was done killing everything another showed up. and after a wile another one showed up. 3 of them. i killed them in a oneshot with shotgun. scared the ♥♥♥♥ out of me xD

The indicator for me is the stick, if you see that then the dog is somewhere nearby. But you might have scared him off already with gunfire.

Both times that I found the dog, it was right there at the level start and the stick was nearby. I don't remember exactly which level it was but it was definitely 1-1 or 1-2. Also, if you play as Flint with his pet dog, you can still find the dog. I can't confirm that you can have two dogs as pets though because my starter dog died before I found the dog.

After countless restarts I've managed to unlock Flint and his Dog. It was very hard and quite tedious to do. But I found out everytime I would come across the Stick you use to play fetch with the dog, he wouldn't be around, and that's because gun fire had scared him off on every occassion. So I used Makya 'Eagle' May which I believe is the best character for the job. He starts off with a Bow and has increased damage with it. The key is, the Bow is a silent weapon and is able to pick off targets with ease. He's quite accurate and reloads quickly with it too. Lure out any melee enemies and stealth melee them, saving your Bow ammo for the targets with guns.

I can confirm that you can have two dogs at the same time. The new dog will act and behave exact like Flint. (FYI, Jim is the boy and Flint is the dog :D)

You are amazing! Dog spawned with stick at top, right above start. guy throws stick far so need a lot open space, and got get easily scare, so used bow dude to be quiet. thank you!
