4k all ultra nightmare.
You can turn on low latency mode in the graphics driver, but I would not recommend this. The queue of rendered frames is designed to cushion CPU performance spikes, shortening it to 1 actually creates problems.
Actually i am able to run at 4k60fps, but the cpu ms is higher, gpu is anywhere between 8-16, as i need only 60fps, so 16 is alright. CPU is 20+.
let me help you with something:
3770k and up = NO BOTTLENECK, i don't care what graphic card you have, NO. BOTTLENECK.
with that said, ryzen 3700x bottlenecking? please errase that word from your dictionary.

sure, in -every- application? because if not, thats is because that is whats required of the cpu, could be a sofware related issue, and for that we'd need full specs, dxdiag report.
sheer hardware analysis? 3700x is bove your mid tier 3600, wich also doesn't bottleneck anything out in the market, even fake websites like bottleneck calculator wouldn't point a bottleneck.
now, a more straightforward question, what are the average frames on what you're working with?
