WAY to high. Get that sorted before doing anything taxing. You're approaching load temps for that CPU while idle, it's definitely not the game. If the cooler is clean check that it is still making proper contact with the CPU and check that your thermal compound isn't cracked / showing signs it needs to be replaced. If the mechanical stuff checks out, make sure you don't have any unknown processes / malware running. Edit: I'd actually start with the software / processes first.

It could be anything from poor contact between the CPU and cooler, too much or too little thermal paste, too little case ventilation or something simple like wrong fan temperature curve settings in BIOS.

Because of the high idle temps, I would look at 1) voltage stability (e.g. are you getting random/fluctuating overvoltages on any rails? Can indicate a flaky PSU, motherboard issues, or direct physical defects in the CPU itself, which do happen.) and 2) proper HSF seating and sufficient thermal medium interface (e.g. is the thermal paste or pad properly applied, is the HSF properly seated, etc.) In the case of ruling out the former, the latter is most probable, in which case if you ensure everything is as it should be, I would consider investing in a better thermal compound and HSF (a good aftermarket cooler and paste) and/or as others said, a liquid cooling solution.
Edit: Wait, you already have a water cooling solution? You definitely should not be seeing idle temps that high.
so what basic water cooler are you using ? i have the same cpu, i'm using a corsair icue h115i rgb pro xt and max temp in game is 63c. it idles at 39c. the cpu is a beast, it needs decent cooling not basic.
