Who's exposing what again?
The stuttering is from SteamInput. Some people are affected by it (mostly pirates), but most won't have a problem.
You aren't talking about counter edge where it literally slows down time, you're just talking about when you hit the enemy it very slightly slows down?
I don't see how you could have issues with your setup. Your game files must be corrupted or your graphics card is dying
