If real-time, then there's really no reason to cap them. It's not exactly going for a true "anime" style animation where motion is at 12 fps.
You can actually see all CPU and GPU performance metrics are unchanged while the hitching from LOD transition is happening. No spike in CPU or GPU load accompanies the hitch.
At 100% resolution I would expect this game to run perfect at maxed settings on a 970 with 4th gen Intel CPU.
Whats up with that?
No problem with 1080p 60FPS in max settings
