You can run your desktop at 100% DPI scale and it will help.
You can also set DPI scaling compatibility mode

But using Windowed did have 3840. Dunno if it would be the same for monitors (4k tv's supposedly have my specific issue mostly?) but who knows. Could try it and see, anyway.
That's a different issue you're having. It's caused by Unreal Engine using the largest reported resolution rather than the native or even active resolution. In borderless mode, you can ignore whatever stupid number the game reports because it actually does use the correct resolution.
However, borderless mode unmodified comes with 2 frames of extra input latency that you do not want. I would suggest using Special K for proper borderless performance, or running the game in Fullscreen mode. You need to remove the 4096x2160 resolution from your EDID, or use Special K and limit resolution to 3840x2160 for fullscreen mode to work correctly.
I switched to their "Windowed" mode (which on the TV is the only 3840 option) and have seen/felt no difference re: latency/performance over either Full Screen or Borderless. Maybe it's just my rig is good enough to not notice, or my eyeballs/brain just don't notice, dunno. At any rate there "feels" like no impedance, thus I don't really care.
In this case their Windowed has no actual "border" around it either, so visually it just looks/acts like Borderless.
Full Screen also doesn't fit/size to the LG OLED TV screen properly because of the weird resolution (while Borderless and Windowed does), so stuff like the R1 prompt for skits in the corner is only half visible, which I don't want either.
Off the top of my head, most of Ubisoft's games, Tomb Raider, and various Unreal Engine 4 games take the highest reported resolution in your EDID and consider that your display's native aspect ratio.
4096x2160 is a cinema resolution, it is 256:135.
Because the game thinks your native aspect ratio is 256:135 and the display only has one resolution that is 256:135, this becomes the only fullscreen resolution choice you have.
Tl;Dr:
Gotta get rid of 4096x2160, it breaks many games :)
