those are actually early access rules by steam and mandatory. Some devs circumvent it by going full price on their EA title...
^^^ i don't know for sure but i'm fairly confident that they CANNOT make people who bought early access pay more for the finished game. the most they could do is add dlc.

my credentials: i've released 4 games that began in early access all on steam. i'm a steamworks developer.
However a price increase when early access ends is likely for people who have never bought the game before.
I have purchased many early access games, never had this happen. I wouldn't worry about it.
