Report a translation problem
There are literally thousands of modules on Neverwinter Vault which are not on Steam Workshop, including many of the best ones.
They were created by enthusiasts from 2002 onwards, in their spare time, and are free to play.
Steam Workshop only became available when Beamdog took over the game. Some authors, including myself, decided to publish our work on Steam Worshop as well as Neverwinter Vault, but some have explicitly forbidden publication on Steam, and many others are long gone.
Since modules belong to their authors, and Steam Workshop quite rightly forbids piracy, this isn't about to change.

Also Steam doesn't just take mods from the vault and put them in the workshop without permission because that would violate copy right laws. In either case if you want the module in steam workshop the author needs to put it there. Steam won't just grab it and put it there.
That's true of most modules.
Occasionally, issues are discovered with EE, but generally the community figures out a workaround. You can see this from the comments on some modules.
Actually, this particular module is older than you might think. The author last updated it in 2012. Subsequent updates to the project page were Vault admin.
It still remains one of the best modules for EE.
