Yeah, AFAIK. Dying might "cure" it, too, not sure. Or reloading. ;)
Are you currently playing the Official campaign with Aribeth? I don't remember much about it, but maybe there's an NPC near the place where your Stone of Recall takes you who could heal you, removing all bad effects in the process? Just a guess though.
And yes, level draining sucks, pretty lame D&D mechanic.
there has cleric merchants in all kind of temples, if you find one, you can just enter and buy a scroll of restoration or purchase their restoration service.
there has a easier way to play the main story.
play the game DLC "Horde of The Underdark" first and create your new character and enter the story, then instantly import your character(in the time you will find that your character reached the level up condition).
then return to the main menu and select "New"→"Official"→"The Wailing Death"→"Play"→"Select Premade Character" then choose the character you imported before and enter the chapter of the story.
congratulation, now you have a new level 15 character in the beginning!!
and then you will find that all your henchmen can up their level to level 14 and help you in your adventure, if you got another level drain, just come to find Linu, she can cast Restoration to remove the effect for you and without spend your money.
Isn't wailing death Scaled, meaning yea your 15 but now the enimes are way, way harder?
