Agreed. Starbound is still a pretty good Terraria alternative. There are more games like those two, but I don't know if they're as good. For instance, there's Crea and I was trying to remember the name of one that came out around the same time that turned out to be quite bad. It was also sci-fi themed.
Project Zomboid is still in early access, but it is comparable to those. There's also Forager, which is like a lite take on the open-ended survival formula.
I think Dragon Quest Builders 2 might be exactly what you're looking for, though. It's very similar to Portal Knights, except it has quite a lot of dialogue. It's so much that it turned me off when I played the demo.
You might be thinking of Edge of Space or Darkout, both of which were basically abandoned. Signs of Life is still in development but it's painfully slow and directionless.
Realms of Magic isn't scifi, but it's similar to Crea in that it adds RPG elements to the formula - poorly. It hasn't been abandoned, but it should have been.
Alchemage (again not scifi) showed much more promise, but was abandoned.
Planet Centauri has been in EA for a discouragingly long time but shows spurts of real mechanical growth on occasion. It has some scifi elements.
Honestly, the genre is a bit of a graveyard. Nothing really competes with Terraria - not even Starbound.
