Report a translation problem
It is false for statuses, curses and already upgraded cards.
As for reasoning - maybe devs know about that single exception, but tend to not touch it to keep the game in player's favor.
This game in Early Access for a reason ;)
Maybe they intended at first that statuses and curses can't be upgraded at all, but at some point they decided to make one. Surprisingly, long time has been passed and they forgot about that specific check, making it possible this specific scenario we're discussing.

Yeah, its early access, thats why I report something that I consider a bug, It probably is unintentional, however, if it is intentional, I would prefer to rethink that choice
How and why does that even happen? It seems so odd and out of place. If anything, my preference for a fix to the inconsistency would be that no Statuses have upgrades, and Hexaghost's burns just don't upgrade. His Burns aren't bad because of the damage they do, just that he inflicts so many of them it chokes your deck. They don't need to do extra damage to be cripplingly painful.
