Custom Character: The Arcane

In the last few weeks, I have invested quite some time in the creation of my theoretic character for this game, the Arcane. (Including 75 cards with upgrades, a character model and the startig relic)
His themes are: Retaining, efficient cards that provide you a debuff and selfhealing.

But obviously I would actually like him to become a playable character mod.
Does anyone here know how create such a mod or who to talk to to find ot? I only found tutorials for installing mods.

For those who can't help me this way but are still interested, feedback on design and balance is appreciated.
