Astrolabe Suggestion

When you pick up the Astrolabe, it forces you to transform 3 cards and then upgrades them. Would it be too strong if the Astrolabe just gave you the option of transforming UP TO 3 cards?

I ran into a scenario when selecting a boss relic where 2/3 relics were anti-synergistic with my build, and I was kind of forced to choose Astrolabe (I refuse to skip a boss relic). I really only wanted to transform 1 card, but I was forced to choose 3. I would love it if this relic would allow you to choose UP TO 3 cards.
