Steam Barrier

text of card states that the card gives x block and decreases by 1 this combat (default initial value 5 I think?). This reads as it occurs when played but even if you don't play it, it decreases by 1. This does not appear to working as intended

I have only ever seen Steam Barrier decrease it's block by 1 when played. There is no effect on its block value when it isn't played.

Maybe you have a mod doing something funny?
