Circlet Way Too Early

Just started a new Silent run, kept Ring of the Snake, picked up a Pear, then got the Circlet. I'm pretty sure it's only supposed to show up when you have literally no other relics to receive, not as your third relic of the run.

Edit: In that same run, after defeating the boss, two out of the three boss Relics were Circlets.

Edit: Circlet was also one of the Relics available in the first shop I came across.
