Locked at 30 fps

I bought the Acer Predator Helios 300 laptop this Christmas along with Slay the Spire, G mod and some other games. On both G mod and Slay the spire i am locked at 30 fps. G mod isnt a problem since i know how to fix it in console but I am unable to uncap Spire. I have a nividia gtx 1050 ti graphics card, 144 hz moniter and i5 8300H processor. In game i have the max frame rate set to 240 and V sync on. In the 3D settings in the nividia control panel I have the 1050 ti set as the global default for all games and ive tried both with and without V sync.
