Pandora's Box allows starting with two cards

This isn't gamebreaking, but probably not intentional.
1) have the whale change your starting relic as silent(?), get assigned Pandora's Box
2) On the screen rewarding new cards, close and save run
3) Resume with only Neutralize and Survivor

This is still happening. I did it on accident and lost at my first fight which was a cultist.
