Each run you will start with the same starter deck consisting of the same starter cards.
You cannot play with a pre-constructed.
After each fight you get to pick 1 of 3 cards and add them to your current deck or skip all of them.
That's how you basically build your deck while playing a run.
Once your run ends (by winning or dying) you can choose your character and start a new run with their respective starter deck. You don't keep any cards between runs.
While card rarity differs and if you are lucky you get rare card rewards from fights, you wont open 5 booster packs or anything like that.

I'll add, however, that StS is the best pc card game I've ever played. It is superb and I would highly recommend it. Unless there are things you need to get done, like feeding your children or paying the mortgage.

So the element of random drafting is there, in fact it's entirely about drafting, but in a form that plays out very different from traditional TCGs. We often tell new players coming from TCG backgrounds that they might have to throw out all preconceived notions they have about other card games, don't treat building a Spire deck like you would build a Magic deck.
Of course, the game itself is prone to power creep, but whatever....
For what you want, try Yu Gi Oh Legacy of the Duelist Link Evolution. Yes, long name. Booster packs are bought with in game currency only (which is plenty and there are many sets), currency is obtained easy because this version is a single player first game, and the campaign mode is very extensive. You can also play multiplayer with steam friends.
Single purchase, no microtransactions.
Worth having a look yourself.
