That awful potion literally just cost me a run with the watcher, on 3rd act had it burning a hole and have never used it before thought 'why not' drew all my 5 most important cards and set their costs to 3 ... GG learned a lesson there NEVER use that garbage potion ever again!

That being said, it's a general truth that Snecko Eye + Pyramid is dangerous. No matter what character you have. Not specific to Watcher.
Also, if Establishement worked with Pyramid, for the nth time: That would be BEYOND F'IN OP, and the strongest combo in the game besides branch/corruption, perhaps even stronger.
Because, as you stated, Deva Form has a limiting factor. This doesn't. Your entire deck won't cost 0 energy for the rest of the combat after a few turns. There's not even an upfront cost on OP's suggestion. Like just... no. It's not even comparable, that would just be insane. Deva form is weak next to that.
The fact that it works from turn 1, without any disadvantage, without costing you a turn, and scales much faster than Deva Form, isn't limited by draw, etc...
These are huge.
15 energy per turn? It's gonna take you at the very least 10 turns to reach that. Most fights are over or about to end by then.
Plus, Form cards are supposed to be strong.
As for Deva scaling, it would only usually need two to three turns before you can effectively cycle most five card hands without too much draw. The real problem may be that you can so easily set up Establishment with Innate, making it automatic each round. With Deva you still need the appropriate Bottle relic.
Heavens help if you're in a Smite, Shiv, or Exhaust deck and accidentally picked up Branch as well.
