Your wording is not any clearer, in fact it may be worse.
Quick fixes:
"Whenever you play an X-cost card, gain 2 EN first."
"You have +2 EN when spending it all on X-cost cards."
etc.
Zu's suggestion may be closer to the right thinking though, "Your X cost cards are played as though they have 2 additional energy" perhaps?
Or maybe change the cards themselves to actually say X+2 (X+3 when upgraded, for those cards that go X+1).
