First, Ctrl+F the word

because manually deleting troublemaker files seems promising.
15 min later update: Check anti virus. Avast had taken my .jar in quarantine and didn't notify me... Lovely
Removed the file from quarantine, I updated game files and all went back to normal.
Follow the filepath and see if the file exists. If it doesn't, then it's likely either a permissions issue (Steam couldn't install it) or your antivirus is deleting it.
The alternatives (doesn't exist but not one of those two issues or exists) are far more annoying to deal with.
This is exactly what happened to me and I couldn't figure it out until I tried this.
