This Relic has yet to be unlocked?

I have several locked relic slots in the Relic Collection tab, but I've maxed out every character's unlocks. The game doesn't tell me how to unlock these, and I can't find anything online about relic unlocks either other than levelling each character.

Does anyone know where I can find out how to unlock final relics? I see half of my unlocks have a purple outline around them, which I'm assuming means an ascended run criteria, but it doesn't tell me what to do.

That's all of them, 2 common, 3 uncommon, 1 rare.

uncommon: Stike Dummy, Teardrop Locket, Duality (last 2 are Watcher only)
rare: Prayer Wheel
For commons a full picture of all commons is needed, but the blacked out unlocked should be Red Skull and one of the locked ones could be Damaru (Watcher only)

Looks like just levelling Watcher does most if not all of that list. Have you?

Yeah every character is fully levelled.

The outline color indicates that the relic can only be found by that class. I see tough bandages (silent only) which should be unlocked by default, but it is rare so you prolly just haven't seen it. If you did reach level 5 watcher unlocks, the remaining locks should've been replaced by shades, so if something inexplicably went wrong there, you'll have to do some manual file editing.

Use notepad to check STSUnlockProgress in
Steam\steamapps\common\SlayTheSpire\Preferences
and see whether watcher's unlock level is at 5 like so:
"WATCHERUnlockLevel": "5"

Then check STSUnlocks in the same folder
and see whether, for example, akabeko has a 2 next to it.

If push comes to shove, force the game to think you've seen the relics yet by editing
STSSeenRelics. By now you can surmise what to do in here.

I played during early access so I levelled the characters before some of those relics existed, maybe.

I also had a strange glitch where, when I re-downloaded the game to play the 4th character, I had levels gone from the silent and or the ironclad even though I'd maxed them out, and when I re-levelled them again it showed me a unlock screen for relics I already had.

What do I have to do to manually fix this?

Thanks, this fixed it. It said Watcher was still at unlock 3 but I had her maxed out and only had ascended levels to do.
