Tungsten Rod and Torii Gate
So a little bit earlier I got a really good relic combination with the Torii gate decreasing all damage of five or less to one and the Rod then making that damage zero although I noticed that for damage that was at six that was then reduced to five by the Bar would then do five damage instead of triggering the Torii Gate to reduce it to one since it was five damage.

Was this intended as their interactions or was it just a rare interaction and it just slipped by as a bug?

Torii: Whenever you would receive 5 or less unblocked Attack damage, reduce it to 1.
- Incoming damage gets reduced if <= 5. It checks before you take any damage.

Tungsten Rod: Whenever you would lose HP, lose 1 less.
- Checks after taking damage, before you lose HP.

The game checks: Block, Buffer/Torii, Tungsten Rod, [effects like Rupture].

Seems like hardcoded order so the game doesn't need to doublecheck, like how clockwork souvenir never prevents snecko eye's confusion, no matter when you picked them up.
