Bug with Snecko / Artifact Buff?
I noticed when you fight Snecko now, you can no longer become immune to his Snecko ability with an Ancient Potion or Artifact buff. Outside of negating the -5 stat potion debuff (so you have a permanent +5 STR or DEX for the fight), my chief use with these was Snecko.

Sad to see it go.

Are you sure there wasn't something else eating up your artifact charge? I'm almost certain this interaction is still in the game.

Yeah, I just tried it on a run. I try and save a potion for Snecko because as a normal fight, it can be problematic with some poor RNG. Artifact did nothing. He still hit me with Snecko at the end of round 1, and I still had Artifact buff just sitting there staring at me when round 2 began.

EDIT: Apparently the wiki cites Snecko's Confusion as a buff rather than a debuff now.

"Decks that rely on low-cost cards cannot negate the Confused debuff with any source of Artifact or Orange Pellets, making it a buff instead."

Weird, it works for me when I tried if I recall the times I managed to get it to work.

It’s classified as a debuff though, that bit sounds weird.

You can ignore that. If you look at the history[slay-the-spire.fandom.com], the Snecko page was recently trolled/vandalized. The introductory blurb didn't tip you off?

According to the patch notes, there haven't been any gameplay changes in quite awhile. So, the simplest explanation is that something unexpected ate your artifact charge.

Huh... I'll have to test with Watcher again, because that's where it happened. I didn't change stances or anything odd between turns, and I've noticed it twice now.

Not sure I did, but doubtful. I know -stat end of turn effects can be negated by Artifact. I use that mechanic frequently, especially on Ironclad.

I found one with a Snecko fight and no Duality, but not sure I had an Artifact Potion. When I get some time, I might test the seed and see what's what.
