So the actual condition is "costs 0 until played, discarded, exhausted, or until the turn ends." Considering how many people can't figure out what "intends to attack" means on Go for the Eyes, you can understand why they went with simplicity over accuracy.
"This turn it costs 0 until played" would have been understandable
"This turn it costs 0 until it leaves your hand" is shortish and actually correct
I`m all for defending the Spire, but that wording is just plain meh.
I haven't tested putting it from your hand to your deck and then draw it again without casting, but I'd assume that the card would revert to normal cost.
But I know for certain if it's discarded, played, or exhausted and it returns to your hand, it reverts to the original cost.
I didn't test "Cost 0 until played" for full comparison.
