Agreed, there's pretty much never a reason to buy Hand of Greed when you can get better cards for free. Even if you got it for free, the utility of a single-hit, 2 cost card with no other effect besides giving you a bit of change is limited at high ascensions and unnecessary on lower ones.
To make it good, the amount of money it gives you should be vastly boosted. I propose Tier 1 being "Deal 20 damage. If this kills a non-minion enemy, gain 100 Gold. Exhaust." and Tier 2 being "Deal 25 damage. If this kills a non-minion enemy, gain 150 Gold. Exhaust."
2. tell me about your run? you got gold at whale, then first shop was hand of greed? what makes this 'hand of greed' seed, what's the distinguishing factor? is a modified run where you had it in deck from the start? you got hand of greed at whale?
That's a pretty awful balance suggestion. Considering the last run I did with a Hand of Greed purchased in Act II ended with 1k gold to spare at the shop before Heart, I'd probably have ended up with 3-4k gold with your suggested balance change.
Suggesting that Hand of Greed is unnecessary on low ascensions is like suggesting Feed is unnecessary on low ascension. It's non-ascension, you can win while handicapping yourself, but both cards can generate a stupid amount of advantage, essentially trivializing the run. As far as utility, card fills the same role as Carnage, so I don't know where you get off on suggesting the card is useless.

When starting a new game after selecting your character, click the Set Seed button. As per OP's post, selecting the random colourless Neow bonus should grant a Hand of Greed.
1 - start a game @ any ascension level - bottom left of screen is a button - set seed
2 - choose 2 random colorless cards as neow reward.
