Not sure how this is a meme.
I ALWAYS go for maximum mystery locations and yet can go for more than 500 floors in Endless Mode and maybe see it twice. I remember one run in particular where I climed somewhere around 660 floors and only encountered the Cursed Tome twice in the last couple loops, but hadn't seen it until that point in the run.

I have the same problem with N'loth and Face Trader.
Echiridion would be made better if the Power stayed 0 until it was played, since its made significantly less useful if you have get a lot of cards in your openning hand. Especially in Endless Mode, the Power granted by Enchiridion will usually be forced into the Discard.
Nilry's Codex is decidedly okay. It's not amazing, but it's not trash either. It always has the opportunity to be useful to any deck, but it won't always be useful. Self-Exhaust cards are usually what I grab from the Codex.
