I didnt think Frozen Eye was terribly useful at all, if you have a small enough deck its either "did I get it this turn, or will it be next turn", a question answered by observation.
Even with a larger deck its the game equivalent to a glass window, you can see it but that doesnt always mean you can get involved and mess with what your next card will be.
The real icing on this cake is that it counts for as a rare relic if I recall

I picked it up as Ironclad on the first floor. Its use felt somewhat diminished for me. I can see it being more useful with Silent, especially with acrobat and dagger throw.
Thinking about it i believe my main gripe here is that its a rare. Never felt like one
