FYI - The language for non-unicode programs is important
Just wanted to share this.
I couldn't get the game to start after having tried everything that was reccomended.
I found a tiny mention that some dudes folder path had special characters and that got me thinking.
My language for non-unicode programs was set to japanese which (among other things) places a yen symbol in front of the user directory.
I changed it to english(UK) and after a restart I could launch the game easy peasy.
Hope this helps anyone and that a dev sees this.
