Blur is hard to pass up. It's uncommon, so you can't count on seeing it again, and it's just *so* hard to fill its niche with anything else.
Cloak and Dagger is almost always nice to have, but usually just that. "Nice". It's critical for a good shiv deck, but for any other deck you could really take it or leave it. It's also common, so you can usually gamble on it showing up later.
So I'd probably take Blur 9 times out of 10, basically just because it's uncommon and the other two are common, despite all three being great picks. The tenth time, if there was a Rest Site before an elite I was afraid to fight, an upgraded Cloak and Dagger goes a long way to help with that.
Second place would probably be backflip. Card draw's nice and can help get key cards for whatever build.
Third place would be C&D. Still a really good card and probably the better first floor pick due to damage like Daemon said and it synergizes with a bunch of things like Ashcarr said, but I'm just a sucker for carrying block and card cycling.
