Are you sure? I'm not saying it's not possible, I believe you, but I'm wondering how you did it. You can get a mask either from bandits or the event, and if you always have it from bandits you don't get it from the event (you get that sweet gold instead).
As long as one person has seen it twice this is most likely proof that most/all relics are encounterable in shops multiple times. But...are you sure...? :>
Whether or not the item is taken out of the pool depends on how the game handles that sort of thing. In the case of StS, a relic is only taken out of the pool once it has been obtained at least once. As far as I'm aware, relinquishing a relic to N'loth does not add it back into the pool.
