Indeed.
I'd rather they remove the strength gain on his weak application. The Vulnerable would be a much larger change, and also remove something from his rotation, so it'd just be Weak+Str/Hit as his 2 options once you're hexed.
Edit: If they were to change anything. I think s/he's fine as is.
An enemy based around filling your deck with garbage shouldn't be hitting for thirty on normals.
But hey I'm not a game designer. If I was I would put a common enemy that just had a thousand HP and swung for 100 damage and it'd just be a big middle finger called YOU LOSE and it'd spawn in the first area. Which I feel is very fitting this game's design ethos because I have to watch my friend play this game and have a really awful time all night every night or they threaten to kill themselves, and I think every player should have the same experience so they can really appreciate the good game design.
I'd also put in a boss relic that hits you with ten turns of Weak, Vulnerable, and Frail every battle just in case you thought you'd be cute and gamble on the boss relic gift.

But, as said, I do not think she needs a rework.
I agree with this I think most people have all those troubles because everyone tends to turtle up and play safe and the chosen is one of the few enemies that counters that. It just forces you to widen the utilities of your deck which I think is the most interesting part of this game.
Dunno what to say man I play mostly silent and I'm not even really good but the chosen has never been that much trouble to me. Annoying, sure. But at least he brings some challenge
