It's RNG, the entire map layout is decided once you start a game, so it has nothing to do with your deck, it's just random. And sadly for you in this case, random means you get Collector a lot.
Kill one minion a turn to force him to resummon each turn. Focus any other damage you can muster onto the boss. The little guys don't hit hard when unbuffed, and if your cards are good enough for floor 3 you will kill him before he kills you.
Still, even if it's RNG there are specific enemies that feel skewed to appear more often. Maybe it's just because it's only a choice out of 3 bosses for each stretch of the tower that does it but it doesn't exactly help the game when it gets stuck on giving 1 or 2 particular bosses with high frequency.
For a while, I was like "Ok, Slime Boss, Guardian... what was the other one?" Because I hadn't fought Hexaghost for a while. Then the game decided to literally give me nothing but Hexaghost for an entire day.
What's weird is that Hexaghost's attack stat doesn't seem consistant. His Inferno on the 2nd turn can be anywhere from 5x6 to 8x6 DMG. I'm not sure if this is a glitch or if there is some sort of hidden scaling mechanic.
Not to mention, I once managed to get the Blood Vial and Magic Flower super early, and despite going to seven mystery locations in the City, I didn't get the Vampire event.
