They are called relics, and no, not that you can control. you might run into an event. velvet choker is rarely worth it IMO

ya, i got it on my first run / time playing the game, it was nice for the first run, but was a pain in the ass on my second run :(

You can just die and restart.

The save data is in the game directory (/save = current run; /preferences = stored data, delete to remove all progress/unlocks).

the choker is worth it for the Ironclad, but on the Silent it really holds her back

I would really only consider Choker on Silent if you're going for a build with minimal card draw and no shivs.
It's still fine on poison with some defense.

It's ok on silent with decent amount of 2 cost cards like dash and legsweep.

sucks that it messed your run up but i found choker to be one of the better energy-per-turn relics. but i would avoid it on silent in future runs.
