Are you actually stupid or something? Why would you care what people do with THEIR own game that they bought, it has no correlation to you or anyone else.
Some people just want to be able to get things right of the bat for testing purposes.
Fortunately, the devs agree with this, and indeed patched this -999 problem.

I do get the intent in multiplayer games to ♥♥♥♥ off other people or just feel "superior" to them
But whats the point of cheating in a roguelike card game that has mediocre difficulty at best?
If its really just to "test" stuff as OP suggested then why would you need unlocks?
This is not an attack but a honest question, i dont get it, doesnt it drain all the fun out of the game?
1. Navigate to the preferences folder in game directory, ie. ...\\steamapps\common\SlayTheSpire\preferences
2. Edit STSUnlockProgress
3. Change the values next to "IRONCLADProgress" and "THE_SILENTProgress" to be whatever you want your unlock progress to be.
Re: Why cheat?
If you've played the game and unlocked everything, sometimes you might want to test something specific (ie. buy certain relics/cards via shop without worrying about gold cost); or perhaps you just want a fun run by maxing everything. So long as it doesn't effect the leaderboards, it is fine.
