Distraction -> doppelganger doesn't keep the zero cost contract
When you play Distraction, you get a random Skill which costs 0 on the current turn. Sometimes it gives you Doppelganger, which still costs X. Since I, at least, often use Distraction with the specific goal of not spending any more energy on the resulting Skill, Doppelganger is a really bad draw, as it doesn't keep Distraction's "promise".

Since Doppelganger doesn't make sense at 0 cost, I would propose removing it from the Distraction pool.

I've been avoiding Distraction (don't like random cards) so I didn't even think of that possibility. Now that you mention it, infernal weapon into whirlwind would suffer from the same issue.

It may still be designed that way. Even if the 0-cost effect is lost, the card is still added to your deck. Whether or not the cards should still be eligible could be a controversial decision.

Additionally, if you took those cards off the list, you'd have to add a note about how X-cost cards can't be obtained this way. May be a bit awkward.

I see the issue you've pointed out, but I also see why the devs might have chosen to still implement it the way that they did. It's a tough one.
