But my PC is Not a weak PC so this is really really odd even with updated drivers updated OS and direct X.
O/S: Windows 10 Pro
CPU: AMD RYZEN 7 1800X 8-CORE 3.6GHZ (4.0 GHz Turbo)
GPU: XFX Radeon GTR RX 480 DirectX 12 CrossFireX Support Black Edition Video Card (OC) 3 of them.
Ram: 64GB G.Skill
Running on A SSD.

all on highest and streaming with NVENC 1080p @8000kbps. when not streaming i do not get under 80FPS.
Well Now I know what was nuking my preformance and causing the hickups I should not have had the FPS counter on now I have a solid 120fps with small minor drops thats it at highest possible settings. Derp should of not turned that on in the first place as it is bugged bad. lol
well since ur CPU and GPU are mediocre, no wonders. try 720p then.

Baka Its not medicore when you have 3 of them running together. Such a troll who knows nothing of building PCs. Yes that is right I am calling you out just cause you think your nvida gpu is soooo much better cause its Nvida stupid Male.
An update:
- I noticed an NVDIA Update was available for FFXV, I did it;
-- After that, on Average and with NVDIA-stuff ON, it was running smooth...
- I noticed my C: drive was getting full and game progressivelly getting glitchy. It was all recordings from the NVIDIA Shadow Play. Got to it, erased the videos, disabled the auto-recording.
-- Now it's running smooth ~45FPS on High spec. and "NVIDIA-stuff" ON, with minor stuttering once in a while in combat only.
I'm cool now...
P.S. I'm playing on a 144hz g-sync monitor
Unplug internet, start steam in offline mode, start game.
Disable antivirus realtime protection.
Make sure ram settings in bios is the highest with all the turbo stuff on.
With the above settings, I run the game without stutters.
