Inexplicable Feminist Agenda vs Titus (Day 2)

I just started a new hardcore game, and I remembered there was a pretty heavy Authority check vs Titus on the second day in order to advance the investigation. I saved the thought "Inexplicable Feminist Agenda" (which is meant to give +2 Authority against Males while researching) for this check, but it has no effect on Titus. So, the only potential conclusions I can draw are:

1. Titus has a dark, dark secret
2. The 'bonus' is fake, and does nothing (not getting political here, but...)
3. It's bugged.

Anyone else experience this?
