Report a translation problem
It requires reasonably high Inland Empire skill and the interactions will trigger from the beginning of the game. A minimum of ~3, most likely 4 PSY skill or tagging Inland Empire as your signature skill may be necessary.
You also don't initiate any dialogues with it. It chimes in at given points in the story if you're wearing it.
There's at least one instance, IIRC, during your initial conversation with Garte. Could be wrong.

This was achieved with 2/5/3/2, Inland Empire set as signature skill, i.e. 6 Inland Empire starting skill.
That is the first instance in the game I believe, but there may be another in the bathroom when you're inspecting your face.
HORRIFIC NECKTIE will chime in, usually on the back of an INLAND EMPIRE passive check in dialogue, but only if you're wearing it I believe.
There is also a special use for the tie later in the game which I won't spoil, but it's linked to the Mercenary Tribunal (second stage of endgame).
